AN ASSESSMENT OF COMMUNITY EFFORT TOWARDS ECONOMIC DEVELOPMENT OF GOMBE STATE
CHAPTER ONE
1.0 INTRODUCTION
Nigeria as a nation is at the cross road, internally. Nigeria was perceived as a pariah state and such was treated with hospitality by its strong critics.
Internally, these citizens where disillusioned and alienated and there were injured to be soothed and wounds to be healed. Law and orders including respects for property rights which are the pre-requisites for the effective functioning of any economic system was lacking. In 1999 most people grossly underestimated the extend of social, political and economic decay of the country. And as such there was a total loss of faith in Nigeria states. Many scholars trace the origin of modern community development as a discipline to post world war II reconstruction effort to improve less developed countries (Wise 1998) our site the American “war on poverty” of the 1960s with its.
1.1 BACKGROUND OF THE STUDY
The economy was generally riddled with marriage of problem and had virtually collapsed. In addition to the inherent fundamental structural defect which persisted the economy was burdened by mismanagement which brought addition problems such as energy crises manifested in the scarcity of Petroleum product and an epileptic and power supply, which economic fundamental through macroeconomic fundamentals out of order and near tool collapsed of infrastructure and service low output, high unemployment and a crucial external dept. over hand prevailed.
However, with the above condition the indebt studies and evaluation of situation on economic policy framework is being evolved to provide sustainable and practical solution to the nation’s economic problems which are fundamentally self-inflicted.
Therefore, to solve our national economic problems, we must take these: into cognizance.
i. determination by individuals that is everyone has a role to play.
ii. Members of the community need focused goals and ambitions to make
progress by putting more efforts for the development of the state.
iii. We need to value handwork and also realize that one cannot have something for nothing.
iv. Above all we must work together to move this state forward.
There is enough for everyone to do to earn a decent living in almost every area of endeavor in this state.
However, this project is aimed at assessing the practical efforts of the community towards economic development of Gombe State. The economic dualistic at independence 2020, with a large traditional agricultural based, rural and almost all the modern infrastructure were located in the urban areas. The majority of the rural areas of the people lived to farm in the rural with little or no economic and social infrastructure and services.
The development challenges which faced the post-independence Government in this traditional agriculture, dominated economy were enormous. Agriculture provides over 80% of the export earnings and employment about 65% domestic products and about 5% of Government revenue in 1960. The development challenges included at the minimum, the provision of educational and health services to the people, the establishment of strong industrial based and the provision of social and economic infrastructure to the vast majority of population. The management of the vast human and material resources in the country was also a serious challenge. it is worth nothing that the manner in which these challenges were addressed determines the development characteristics of the state in the later years. The study area in question, to encourage the people within the community to give a total support so that the aim and objectives of the community towards the economic development will be achieved.
1.2 LIMITATION OF THE STUDY
The following are some of the obstacles in which the researcher will limit its study.
Lack of cooperation from the community members.
i. Illiteracy of the community members.
ii. Lack of adequate funds.
iii. Small sample size – unavailable of resources
iv. Dubious community members i.e. some community members are dubious in their ways.
v. Lack of technical assistance cat assistance from the government.
vi. Lack of assistance from government in form of finance and equipment.
1.3 RESEARCH QUESTION
I. What are the community efforts towards economic development?
ii. How do we encourage people to put in their best for the development?
iii. What ways and steps are to be taken for the people to give maximize cooperation to the development?
iv. What ways do we suggest that will help to facilitate the socio-economic, cultural and political development?
v. What are the possible effects to the community towards rural transformation?
1.4 STATEMENT OF THE PROBLEM
Despite the struggle of the community towards economic progress and development, yet there are certain setbacks i.e. social, cultural and political phenomena that tends to slow down the efforts of the community. Below are some of the major problems encountered.
i. Lack of cooperation from community members: this in the sense that some of the community members fail to give their full support when an issue is being raised towards economic development at the local level.
ii. Lack of adequate funds: this implies that some of the elites in the community i.e. at the local level who are financially stable fail to contribute their own quarter towards the development of their economy.
iii. Dubious community members: some of the community members showcase dubious act by siphoning some parts of the resources being contributed i.e. money for their own selfish use.
Lack of assistance from the Government in form of financial and equipment: despite efforts made by the community towards achieving economic development of the state at the local level, the Government ail to acknowledge or appreciate the local populace by aiding them financial in order to encourage them.
1.5 PURPOSE OF THE STUDY
i. To asses community effort towards economic development.
ii. To encourage the people to put in their best towards the development.
iii. To encourage the people to cooperate towards the development.
iv. To suggest ways that will help to facilitate the socio-economic, cultural and political development in Funakaye Local Government.
v. To help the community members to be loyal to Government and to one another.
1.6 SIGNIFICANCE OF THE STUDY
This research is important because the result will be of great benefit to the community and the result will provide useful insight of the community and this will help in designing and evaluating policies by the decision matters which will help in knowledge building, finally the result will help and encourage other people who wish to use the opportunity to undergo a research on the related topic.
1.7 SCOPE OF THE STUDY
This research project of community efforts towards economic development is limited to Funakaye community of Gombe State. The basic pre-requisites of the community are to facilitate socio-economic and political development of the community. This will also enhance and improve their condition of living.
Therefore, the researcher being familiar with the area, has chosen the people within

2.0 LITERATURE REVIEW
The purpose of literature review is to summarize and classify previous works on key issues and suggestion for feature study (Securing et al., 2005). In addition it can provide with solid foundation for advancing knowledge, enhancing theoretical development and identifying gaps where further research is needed (webstar Watson, 2002).
2.1 REVIEW OF RELATED LITERATURE
The term development means different thing different people. Some people take it to mean change; others take it as advancement, improvement and progress. Some scholars regard it as modernization. Many scholars have argued that for the concept to be properly understood, it must pin down to specific sphere of life.
According to Japan in (2020) in his book defined development as a process of total transformation, it is also a continuous process of social positive change in quality and span of life of a person or group of persons. In the struggle for man to develop his life and environment we cannot tell exactly when man has stated we can only say that he started as old as man exist in the world or from time immemorial and transformed gradually. In Nigeria in particular as far back as 2020 the secretary of the state of the colonies recognized the vital need for development planning to begin from the rural communities. He enjoined the people of the British colonies to ensure affirm foundation for development at the grass root, but that has not been effectively adopted. Nigeria became independence in 1960 and about 70% of the nation’s population live in rural areas; very little attention was paid to the development of rural area. A paper presented at a workshop organized for newly elected chairman and councilor of local government, 4th5th Feb. 1991 titled the roles of local Government in rural communities and their development association in an in tegratedrural development by Markus n. Gundari (unpublished) said according to Oluade Richard successive administration make several provisions in their development plans towards development of the rural areas. However the process and method used have not successfully achieved the desired impact for meaningful development of rural areas. It is essential to development concretely the people of the rural list to enhance their 1iv,g condition and make them self-reliant. The present administration is of the view that with effective harnessing of human resources, this will eventually dictate the pace of socio-economic development emphasis on mobilization through action. Mobilization approach to rural development which involves the education of self-sustaining local communities can solve their production and general development problems. Therefore governments are aware and fully convinced that rural development is really the foundation for nation development.
