STAFF MOTIVATION A KEY FACTOR FOR EFFECTIVE PERFORMANCE IN AN ORGANIZATION

CHAPTER ONE
1.0 INTRODUCTION
A public enterprise is a large company that renders services to the public. It is normally owned and controlled by the government. In the same vain, public enterprises are quasi-profit making organizations, established or created by the government and financed from its revenue. They are different from public limited companies in that they do not have private share holder.
They are set up by acts of parliament/legislature and backed up by necessary laws or decrees. Public enterprises are initially funded by government, many of them eventually for the government.
Moreover, the extent of government participation in management and control of public enterprises depend on such factors as the strategic nature of the sectors concerned and capital outlay involvement.
In Nigeria, the increasing involvement in economic concerns coupled with poor performance of public corporations generated critical concern and occasioned calls on government to allow private entrepreneurs active participation and involvement in strategic sectors. These issues generated a lot of argument to the extent that during the Ibrahim Badamasi Babangida administration, measures were taken to ensure a drastic privatization and commercialization of public enterprises in Nigeria. Government promulgated decree number 25 of 1988 to effect the decision.
The present decision is that the power sector has to be privatized in order for its efficiency, effectiveness and to promote competition and best achievements of its set objectives. Public enterprises have the following objectives:
To promote or provide essential services without profit motivation, the taken control or provide services under the public enterprises so as to improve the welfare of the entire populace in the century.
To undertake essential project requiring huge capital, most public utilities require heavy capital, most public utilities require heavy capital outlay which can be beyond the reach of private individuals especially in the developing nations such as Nigeria project like construction of railway and power generating industries in Nigeria.
To create job opportunities for many citizens who might have otherwise been jobless to improve their standard of living in the nation.
It also serves as a means of taking away commercial enterprises that were in the hands of foreigners. In conclusion, owing to the aforementioned points on public enterprises, as they are being operated in Nigeria’s economy, structure and focus more attention on nation electric power authority as a reference under this study.
The reduction of in balance and inequality in nation building, provision of social services or amenities at subsidized rate, provision of employment for labour, and to enhance economic growth and indeed development.
1.2 STATEMENT OF THE PROBLEM
The problem of public enterprise is a log in the wheel of growth of the economy. Its field that encompasses a lot of management activities aimed at efficient utilizes of non-method and money with a view to achieve the desired goals.
However, a visit to any of these public enterprise as referred to information provides, it gives a clear picture of ineffective in some cases.
It has been evidently shown that ABS have failed to achieve the goals underlying their establishment. This is because they are bedeviled with the abysmal performance of ABS could be attributed to the following:- Office Accommodation which possess greater problems as the headquarters at Bajoga and the major studio are yet to be concluded planned by the Gombe State Government. Politics interference according to Mbanefo (1985). It is the fact that political leaders of the country interfere even in the day to day activities of the corporation, and this is not healthy for the growth, development of ABS.
Also today, most of the youths studying in academic institution, are studying with the aim to get a job from the government, the percentage of youths graduating in each year is far away to the amount of employment provided by the government, and finally results in lack of employment. The lack of employment upshot in the depreciation and downgrading of the Nigerian economy, it is the reason why you can find a graduate student travailing with paucity in arrears to lack of employment. In order to overcome the stated problem, this research will aim in describing the role of enterprises in the Nigerian economy, and also encourage the general public to introduce a lot of enterprise in order to enhance the Nigerian economy and eradicate and alleviate poverty in the society.
1.3 OBJECTIVES OF THE STUDY
The general / main objective of this study is to examine the role of public enterprise in Nigerian economy.
Specifically, the study is aimed to achieve the following objectives:
i. To examine the impact of public enterprise.
ii. To examine the rationale for public enterprise.
iii. To examine the prospect problems of public enterprise.
1.4 RESEARCH QUESTIONS
i. What are the impact of public enterprise?
ii. What are the rationale for public enterprise?
iii. What are the prospect and problems of public enterprise?
1.5 HYPOTHESIS
Hi: There is a significant relationship between public enterprise and economic development.
Ho: There is no significant relationship between public enterprises and economic development.
1.6 SIGNIFICANCE OF THE STUDY
The significant of this study cannot be over emphasized as it deals with one of the most important element for economic development. The study will be very useful to the various stakeholders and at the same time provide a guide to the three tiers of government, especially in economic development.
It provide relevant information to industries about the available human and materials resources in the area of the study.
It helps the management of power holding company of Nigeria, to make policies and decisions for the overall development.
It will enable us to understand the concept of public enterprise and its constraints toward economic growth and development.
The study will give an insight into these area where public enterprises tend to have effective role to play in a national economy.
It also serves as an avenue through which the government and populace to assessed the performance of the public enterprise.
It is also significant in the academic context as it contribute to the existing body of knowledge.
It also serves as a reference materials to the future researchers in the field of public enterprise.
1.7 SCOPE AND LIMITATION
The study is aimed to examine the roles of public enterprise in Nigerian economy, with a particular reference to power holding company of Nigeria, Bajoga district office.
Apparently, the study covers the period between 2017-2020.

Limitation:
The scope: role of public enterprise in Nigeria economy is limited by the following constraints.
Difficulties often encounter in the data collection
Subjectivity of the respondent in answering the questionnaire.
Biasness of the respondent in answering the questionnaire.
1.8 CHAPTER SCHEME
Chapter covers: the introduction, (Background of the study), statement of the problem, objectives of the study, research questions, hypothesis, significance of the study, scope and limitation as well as chapter scheme.
Chapter two: literature review, conceptual clarification, problem of public enterprises.
Chapter three: introduction, research design, population the study, sample and sampling technique, instrument of data collection and method of data analysis.
Chapter four: Data presentation and analysis.
Chapter five: Summary, conclusion and recommendations.

2.0 LETERATURE REVIEW
2.1 INTRODUCTION
This project is concerned with the roles of public enterprises in Nigerian economic, a case study in national electric power district office Bajoga
In the chapter, researcher intends to review relevant literature from text book journal encyclopedia and order articles related to the researcher topic
2.2 CONCEPTUAL CLARIFICATION
The World Public Enterprises according to Longman (1978) is the large company that provide services to the public and its owned by the government and suppose to be more independent than the ordinary nationalized industry
Richard (1978) referred to public enterprises as firms or organization which are run by the government whether local, state or central government. Hi concluded that public enterprises are owned by the business principle.
Ahukannah, ndinachi and Arukwe (1990) defined public enterprises as the business owned and run by the federal government, as case may be in the public in the public interested, there are some areas in the economic where it is felt that the free enterprises system and private sector competition should not be allowed as they would exploit the public, such areas should not be run by the government in the interested of the public .
In Nigerian, there are three tiers system of government, state government, and the central government they run certain enterprises so as to provide essential services for the public.
The Encyclopedia American volume 12 defined public corporation or enterprises is used for the adaptation to government use of the corporate form of organization in order to enhance the development of the business sectors.
